It depende amigou.
Most of the time the english-speaking balls just talk in english and african countries speak in a ""cavernary"" way.
But there's no rules about that in the spanish speaking community as far as i know, so anyone can make the non-spanic characters talk as they want
Well I am making a Spanish Polandball subreddit that is a tad stricter than Polandball itself. Just like r/Polandball the non-Spanish clays speaking grammatically incorrect Spanish with wrong conjugation, forgetting to pronounce RR, and gendering. Instead of the English speakers speaking English they instead speak Spanish with English grammar words littered in their sentences e.g. “Este se adapto my imagen”. The USA even has the words mispronounced such as hola becoming jola. Paraguay is the only other country that speaks broken Spanish. It is just funnier for them to speak broken English.
What do you think?
